Display Name When NOT in Combat?

As a DPS, I don't need to see party member names or Other PC's names when I'm in a fight (in fact they get in the way quite a lot during FATEs and large parties), but I would still like to see them when I'm not fighting.

Is it possible to do this?

ESC>Character Config>Display Name Settings, everything is available in there

Thanks for the response. I see the one for During Battle, which is the opposite of what I'm looking for, and When Targeted, which still doesn't show names when I'm out of combat. What am I missing.
