1 Increase their effectiveness and make them unusable inside dungeons, opting them as solo-able items.

2 Increase the effectiveness and make them more expensive causing them to be more of a "rich mans toy" so to speak. So that when a DD with a potion is faced with restoring a quarter of their HP or letting a healer do their job, they'll opt to save gil. Potions then become something not used frequently but are valued for their potency. Then they would be perfect in a scenario such as, say, all the healers are dead but the monster being fought is close to being dead.
