The % it gives you is the chance you have of creating a HQ item with a successful synthesis. If its at 100%, you get HQ. Anything less, you have a chance of HQ. The quality number itself (###/####) is what affects the xp amount you get for the synth. It also increases the HQ% in a nonlinear fashion.

Everytime you raise quality using a touch skill it makes the HQ chance bigger. The closer you are to capping the quality of an item, the higher your chance to HQ will be, and the curve starts almost flat and then curves up extremely fast.
Getting to 50% Quality gives you around 15% to get HQ, getting it to 70% gives you 50% HQ chance or so.
Worth noting is that the exp bonus works the opposite way, with a 240% exp bonus at 50% of quality, vs 300% for full 100% of quality. Exp bonus does not count quality from HQ materials though, so if you use all HQ items the best exp bonus you can get is 240%, not including food, mog hat, sanctuary bonus, etc.Everytime you raise quality using a touch skill it makes the HQ chance bigger. I don't want to make another one so I'm bumping this one back up with my own question. I'm weaver 50 and having trouble HQ'ing the final quest items. I would like to try to explain what I'm doing and gear wise what I have, I did the pants but got to maybe 80% and just..stroke of luck?
I have:
Dodore Body
Patrician Gear
AF Hat from 1.0
Atheryte Rings
CP rings / earrings / necklaces.
I am not using all HQ items, I'm using what I can make / borrow / buy that's not insane price. Really taking my time but having trouble.
I am going through a rotation:
Inner Quiet
Steady Hands
-50% durability loss (Waste me not?)
Hasty Hands
The move that will randomly activate and restore CP.
Hasty hands to get % up, when I'm low on durability use my abilities to restore. When I'm low on CP use my Inner quiet moves to restore CP and the random activated CP move along the way.
Thing is I'm running out of CP and each rotation leaves me with significant less and less.
HQ is a percentage chance. Your chance increases as quality increases; at any given time your chance of an HQ is indicated. Whether or not you actually get an HQ will depend on your chance at item completion and how the dice roll for you.
