Showing cool downs on the screen

Greetings. I play monk and while in battle I always need to look at the bottom of the screen on my skill-bar to see cool downs of my skills. It is very uncomfortable. Maybe it is posible to make some floating icons or something like that, so any player could drag them, for example, under the feet of the character and to watch over cool downs by side-vision. It would be nice. Thank you
