Legacy Mark Missing / 1.0 Character not recognized as 1.0 for story purposes

Character name: Reginald Noble

Class/Level: Arcanist 11 (after editing for 2.0)
Party or solo: Solo
In-game time: Any
Area and coordinates: Any

Steps:
1. Logged into FFXIV
2. Edited 1.0 Character's appearance and class. Name unchanged.
3. Logged into Game
4. Never got the returning character cut scene or NPC Acknowledgements and was treated as a 2.0 character.
5: Noticed Legacy Mark is missing on the character - the tattoo doesn't show up in the character selection list as well as in game. I can turn it on by using the /lmark command twice, but if I move to a different area or log off and log back in, it vanishes.
6: Used phial of Fantasia to reedit and see if tattoo will appear. No luck. Canceled changes. Character still editable in the future.
7: Posted here to report possible bug.
