    No, the GLA quests do pester you about using Flash, at least int eh early stages. Doesn't mean you'll always pull aggro away from the NPCs, but they do pester you about it.

    My experience is that if you don't flash some in the level 10 quest (Ul'dah's Most Wanted) the NPC who's with you won't survive, and that fails the duty.
