Kicking the Hornet's Nest - Lv5 Gladiator Class Quest

I am not able to speak with the "Nervous Merchant" at Scorpion Crossing to progress the quest further to complete the objective "Search for witnesses at Scorpion Crossing."

I have seen other players having the same issue, trying different emotes, not getting him to speak with them. I have already completed the previous 4 objectives as stated below.

I have reset the quest and tried again and the same thing happens.

Please assist me in this regard.

Area and coordinates: Scorpion Crossing in Western Thanalan
Steps:
1. Tell the marauders outside the Quicksand to "face /me!" 4/4
2. Tell the marauder inside the Quicksand to "face /me!"
3. Speak with Momodi.
4. Report to Mylla.
