Farming lightning shards

Where is the best spot to farm them? I know what monster drops them but I dont know at what lvl I have a better chance of getting them. Also is there a better way to get them then buying them or from monsters?

Either of the Miner or Botanist gathering classes can collect the various elemental shards, crystals and clusters. You usually get 1 shard per gathering attempt, but there are skills that will later allow you to increase your yield.

I'm not sure what the percentages are to start with, but they are some of the first items you can gather so you should be able to reach 100% success rate fairly quickly.

I think this is probably a better, more time efficient way of gathering shards specifically, rather than farming them from monsters.
