As suggested, it should just start under the current target. I've heard PC players make a similar complaint about how counter intuitive it is so this isn't just a PS3 player related adjustment.
I play as a SCH and use shadow flare quite frequently
have no problem whatsoever with this mechanic

While I have gotten used to how it is now, I agree the AOE/pet placement on the controller could use some more work so I am glad they are looking into this. I've been hoping that when they develop the PS4 version of the game they will have support for the Dualshock 4 for the PC as well, and that we will be able to use the touch pad to place ground AOEs.
I play on the PS3 and believe me, you get used to it.
I'm sure if you remove the camera from the right stick while the ability is active, it will become just as annonying for those that want the camera to follow
I've been suggesting this since Beta 3, being completely ignored.
At the moment target's default position is in the portion of floor indicated by a "virtual" mouse cursor in the middle of the screen. In closed space it's not really an issue, but in open space it usually points on the horizon, and moving it also moves the camera.
I hate to burst your bubble but it's not a problem even in "open space". If you can't do it don't you dare brake it for those who can just because you are too lazy to practice!but in open space
Once again - do not touch that mechanic! Since there is no "universal" solution for that and fawing one direction will completely screw up another one.
And the point of AoE cast zone because it's AoE! Next wine will be about, i forsee, "Why Miasma II explode around me and not arount targeted mob?! Fix that ZOMG!!!!1111oneone"
I got used to it, BUT I agree that the starting point for that should be nearer your character than it is now.

A option I would like is a 2D map of the surrounding area.
one thing to point out about the hardships of casting ground AOE with a controller that i have noticed. (IIRC even with the mouse i cannot do it)
I have changed my camera angle to 45 degrees (in-game option) and if i want to cast the AOE ground attack right at the base of my character feet it cannot be done without having to backstep then run back)
