I haven't heard anything and they haven't announced it in their twitter or any other source The only one that was supposed to come out a week after launch is for iOS. Android is schedule to come out a month after launch. I checked the app store earlier today. The only free FFXIV app is IGN's but it doesn't have much outside of some wallpapers, news articles, and a link to the forum. Maybe we'll see some updates after they are done being busy over tonight's maintenance.
Pardon my dumb question, but here it is: What will the smart phone app do? I didn't read about that anywhere on the website. Any links/further explanations would be appreciated. Thanks!
From what It sounded it like, Its probably the Lodestone on your phone. And you were supposed to be able to look up where to get gear and the such.
At the very least, I'd expect it to work like the physical authenticator that shipped with the Collector's Edition. Beyond that it'd be nice if we could buy and sell from the Markets, access Free Company chat, and have a news feed for official FF XIV news that is posted on Facebook and Twitter. I've played another MMO that had an app that incorporated some minigames that you could play to earn items in-game. While I'd love to see something like that, I don't really expect to see them go that route.
They already have a authenticator app on both iOS and ANdroid, it's called Square Enix Authenticator I believe.
As for the app, they probably pushed it back due to all hands on deck for the server problems. I'm guessing it'll mimic the WoW app (that is to say you'll have access to everything on the lodestone)

From the interviews with Yoshi-P, the app (called Libra Eorzea) is going to feature very detailed information on a variety of game aspects, almost like a wiki or strategy guide. While most games rely on the player community to produce such a database, Yoshi-P explained he wanted to provide a convenient, officially-developed tool for players, partly as a way to say thanks to all the supporters.

As said above - there is already standalone SE Authenticator app available and if you access the Lodestone via your mobile it will switch to the mobile mode which is pretty neat as well. Indeed we expect the dedicated app to do a bit more but it's a fairly good replacement till then.
