-Talked to Local leve issuer, selected Alchemist, and select Leve "Treating Steel"

This isn't a bug that prevents you from doing anything. The leve info Is discussing Oils to prevent the rust of Brass Swords, and the soldiers at Camp Black Brush that want handcrafted Oils with fragrances for this purpose.. However, The items you are required to craft are not Lanolin or any kind of oil (as one would expect), but instead Horn Glue. I am sure those soldiers to not want to smother their brass swords in Horn glue. ^^

Haha maybe, but the leve info is speaking of preventing rust. Horn Glue doesnt do that :P
