Variables on Crafting/Gathering stats, please help.

I don't know if there's a set number or not. Here's a scenario I can give you though.

As a level 16 miner with all level appropriate gear I only had a 51% chance to gather a level 20 item. At level 19 with level appropriate gear I had an 80% chance to gather that same item.

Truvy, who is a member of the Disciples of the Land community came up with a spreadsheet that details how much gathering is needed to have a 100% chance to gather an item though. We never really fully fleshed out the range of values required for the gathering stat though, but each "step" is like a 6-7 point range.
