    Parry tiers are 243, 282, 324, 363 and 405 which means that depending on your gear you may need up to 42 STR for it to make a difference. Block depends on the shield you are using, but also have tier gaps of up to 50 STR so that 30 STR you are specced in to might be doing absolutely nothing. Each tier increases your block/parry damage reduction by 1% so in an ideal situation the most you can get from 30 STR is 1% additional damage reduction on parries, and 1% additional damage reduction on blocks.

    So let's assume your 30 STR bumps you in to the next block tier for your shield, and let's assume that shield is the "Super Shield of Win" with a block rate of 100%. Can you tell me how much of an EHP increase that extra 1% reduction on blocks would give my PLD with 4925 HP. Hint: It's not 450 (or 480 in a party), and thus not better than 30 VIT and I don't even have a "Super Shield Win".

    With the mitigation argument blown away we can look for a brief moment at maintaining aggro. There aren't figures anywhere that can give us a detailed breakdown of how much we can increase our enmity generation potential via increasing our STR however, we don't need these numbers to decide if additional STR over VIT is worth it as answering this simple question is enough:

    "Is holding hate a problem?"

    The answer is no, and thus there is no reason to add STR for enmity purposes alone.
