Provoke really ought to be used for nothing more than an aggro loss, as Zfz points out as well. Outside of that it is a skill which gives us the least increase in enmity, as it gives only 1. Truthfully though, with exception of the occasional messy trash pack where suddenly a 2nd pack is accidently pulled or an additional mob spawns in from the other end, provoke never ought to be required. Single targets there should be no way a healer can get even close to your level of enmity. And DPS, with having built-in threat meters, should never have any excuse to pull aggro. And a few seconds into the fight after the first halone hit, they are no longer capable anyway if you maintain threat.
