Can't turn in level 22 quest when I'm level 19

Steps:
1) Accepted quest "No Guts, No Glory" on my level 19 CNJ (note: it let me get the quest on this class)
2) Completed the quest AS my level 19 CNJ (did not use higher level job)
3) Won't let me turn in the quest, says I must be level 22

This is not the only time I have encountered this problem, I just use this specific quest as the prime example. It is completely absurd that I cannot turn in a quest 3 levels higher than me, THAT I COMPLETED ON THAT CLASS LEGITIMATELY. I do not want to have to swap to my ARC (which is level 22) to be able to turn in the quest as I need the exp on my CNJ, hence why I am leveling it. I understand you are trying to limit abuse (complete quest on level 50, turn in at level 1, I get that) but please, if I COMPLETE the quest on a certain class then let me turn it in on that class. Or at least give a 5 or so level leeway.

Also it would help if I couldn't even accept the quest on my CNJ in the first place, as this is VERY misleading.

I'm going to venture to say this is working as intended. It would stop people from completing quest as a higher level then turning it in as your lower level to get fast leveling. I don't see them changing this. I can bet you they say level your char to 22 to turn it in.
