Blacklist not functioning properly while zone is loading.

When loading into major cities that are full of RMT spammers I have on multiple occasions now received messages in shout from players who are already on my blacklist and have been reported. I'm not even taking issue with the slow ban speed here, but receiving messages from players who are blacklisted while on the loading screen is not acceptable.

I tried to reproduce this and basically if the loading takes more than a few seconds there is a good chance I will see messages from the RMT spammers that I just blocked moments ago.

Edit: I'm actually receiving messages from them even while remaining in the zone now. Every once and a while I just get a random 2-3 messages from spammers that I already have blacklisted.
