Yeah Digital River inc. charged me twice for the ps3 collector's and now i'm getting overdraft fees, because I couldn't pay a few bills a my credit cards! I'm like about 100$ in the hole! SE is practically stating and deleting a lot of tickets without any support for refund issues.

Go to your financial institution. File a claim. They will contact Digital river and have them research the charges. Once they have been researched, the bank will perform a chargeback. Some banks may, keyword may, give you a partial amount ahead of time while the research is being completed.
That's exactly what I was thinking of doing, I've just sent Digital an email and next gonna file a claim with my bank! 35$ overdraft fee hurts and those same fee's hit my credit cards I was supposed to pay with the 86$ they've charged me. If this problem was more widespread i'm ssure SE would've handled it, but sadly theres not a big thread for these issues. When Tera online charged for Subscription too early without giving the 30-day free, they refunded everyone's account without question.
If you haven't used the codes from both purchases and both were made on digital river, you could simply do as I did and cancel the order. If the codes have been used, they won't issue a refund. I preordered the game, then noticed the hold had dropped off my account prior to early access. I was worried the game would not be paid for so I did another order. I then sent an email to digital river, to which they responded right away informing me of how the service works and when I would be billed. They advised me to follow the simple steps on the order page to cancel the second order. I did this and it was all fixed.

Just because they have you "agree to their user agreement" doesn't protect them from being negligent.
That's akin to selling a product, when the product is broken or damages you financially due to defect, the manufacturer saying: "but you opened the box".
If this were arbitrated and taken seriously it would be laughably one-sided.
