A system to automate the removal of Gil Spammers (RMT)

This is an idea for a system to automate kicking people that are participating in the RMT spam on the servers.

This system is based on a feature that would give us a right click on a name in chat with the option to: Report RMT

The system would keep track of a couple of things.
    1. The amount of reports of RMT against a player over a set amount of time. Be that minutes, hours or days.
    2. The system would also keep track of flagged accounts and deal with additional infractions.

The basic system would work on 5 levels

    level 0. Accidents Happen
Miss clicks do happen so we are to forgive a few miss clicks. To help prevent this system from being abused a certain amount of reports must happen before the system moves to the next level.

    level 1. Account Flagged.
The account is not kicked off, but is flagged for a GM to investigate. Depending on what GM finds the account could be cleared or moved to a higher Level.

    level 2. Account Suspended
There were enough reports in a limited amount of time to cause the player to be immediately disconnected and their account to be suspended per further review by a GM. Depending on the GM's review the account could be permanently closed at this point, but this is only the case were it is clear that the account has only ever been used for RMT. If the account was hijacked and the real owner claims the account they will need to change the password and be advised that putting a security token on the account will greatly increase their security. Reclaimed accounts are subject to at least a 24 hour suspension. The RMT flag will not be removed from the account.

    level 3. Account Suspended
like level 2 the player will be immediately disconnected and the account suspended per further review by a GM. Depending on the GM's review the account may be permanently closed. This level is for accounts with a previous RMT flag on it. At this point the account owner will be made to once again change their password as well as put a security token on the account. There is now a 72 hour suspension. This suspension is not removed until a security token is on the account.

    level 4. Account Closure
Like the levels before the player is immediately disconnected and the account is suspended per further review by a GM. The GM review shows the account to have been used only for RMT, and there is no possibility that it was a hijacked account. An account that was previously at level 3 will move to level 4 with an additional incident that has been proven to be a RMT issue. Hijacked accounts no longer can appeal as they had a security token on their accounts. As the title of the level says the account is closed and to continue playing the person must buy a new game and open a new accou

It is a good idea, but the problem with automating something like this is essentially abuse. If you get someone who pisses off an FC for non-RMT related reasons, they could essentially get that person kicked by a dedicated Report RMT attack. It would probably be better if the automated system generated special tickets for the GMs to make it easier for them to track who's getting reported while protecting legitimate players from getting "Swatted" so to speak.

The way the chat system is setup would make it a bit more difficult to 'swat' legitimate players anyway. This report option would only be available in the chat window, so you would not be able to search for, and then report a player for RMT. So you would have to get a lot of people together in the same area, or get a lot of the people in your area to register a complaint. What was not touched on, but probably should have been considering your post is it would also penalize people for falsely reporting RMT in order to 'swat' someone offline. While the person 'swatted' may get a up-to a 24 hour suspension because of this, once a GM were to investigate and find that the others did this maliciously in order to harass another player then those involved in the harassment would have their accounts suspended for at least 72 hours for their first offense, and then increasing the suspension time to 1 week for the second offense, 1 month for the third and finally a closure of the account for the fourth offense.

So as you say 'swatting' could be done, but it would have severe consequences as with with almost every level there is a GM review of the action taken by the system.
