I cant seem to delete most of the tops from my inventory. Any ideas?

store them in the Armoire
and some will not be able to go in the Armoire at this time

keep them or give them to a retainer (you unlock retainers during the main quest)

we need a way to sell back if we buy the wrong item.

I accidentally bought the wrong gender; I don't want it clogging my Armoire or anything else. I concur - these should be able to be discarded. There's no reason to have that button disabled. Please let us discard event items, SE =)
