Sorry, but I think you'll need to contact SE through their support channels (they don't answer support on the forums). It sounds like you have an account issue and unfortunately no one can help except them

I don't know if it'll work, but when in game try using the contact/report menu (Press Escape and it's there somewhere), because if I remember correctly GMs can reset quests (or at least I think they could in FFXI so might be the same here). It'd probably be faster than trying email/phone support anyway. Well probably. Maybe :S
