I understand this. Was more asking to see if SE was planning on changing it in the future to allow us to use any account on the PS3. I don't understand this restriction to begin with since you have to have an active account to play anyway.The PSN ID is associated with a specific SE account. To play with a different SE account, you have to log in to the PS3 with a different PSN ID (in this case, yours).
Its worth noting that if you do not have the PS3 version on your SE account (i.e. you haven't bought a PS3 version for your account) you will not be able to play even with your own PSN ID.
I do not know what part you are talking about, so I will answer both.
1. You need to use your own PSN account. The reason for this, other than simplicity, is likely Trophy related.
2. You need to buy a PS3 copy. The reason for this is likely the fact that platform specific development, licencing costs, publishing costs, and other fees have to be paid (that are separate from the PC version), and instead of absorbing those costs in hopes that you will subscribe for long enough that the costs get paid for by your sub, they charge for access from each platform.
