Go to the crossbar section in your character config and under "Crossbar customization" (or something to that effect) uncheck any bars that you do not want the R1 cycling to go through. For me, I have universal stuff on my L1+Square crossbar (Mounts, repair, chocobo menu, Limit Break, etc) and disabling that bar means I won't accidentally go to that bar when I don't want to.
