Unable to get chocobo AT ALL

Steps:
I am a legacy account holder that recently returned to ARR from 1.0. When I logged in I was unable to summon my Chocobo or Goobbue. I went to the chocobokeep and was able to rename him, and I checked my achievements list and it was completed. I then completed the main quests to join a GC, and was even then unable to purchase a new chocobo issuance from the quartermaster as it was not even listed! So now I am unable to even get a mount at ALL. Please help I am close to quitting forever and never coming back, this is ridiculous.

May sound stupid but have you looked under actions/traits > mounts? After you use the whistle, it goes there. I almost overlooked that myself at first too since during beta it didn't do that...^^;

haha yeah I tried that, it says I haven't learned that action yet.

did you get your actual goobbue whistle and chocobo whistle from your inventory (or the calamity salvager), and use them? after using those, they will disappear and the mounts will show up under "mounts".

The what? I don't know what the calamity salvager is...

he is an item overflow npc. legacy players that had a ton of stuff in their inventory in 1.0 had the extra stuff moved to the calamity salvager npc so players wouldn't lose them, since the inventory system is different in 2.0. he holds these excess items and you can retrieve them. in limsa, he is by the delivery moogle labeled "calamity salvager". That is actually where i got my whistles from, as i am legacy also. I am unsure where he is in other cities.
