Hm, no? It says:

5% chance after each tick thunder 1, 2 or 3 will add its full damage over time damage instantaneosly, have no cast time and cost no MP.

It doesn't say anything about 295 potency.

Plus it's better to use thunder 3 with thundercloud since thunder 3 lasts for 24 seconds versus 21 seconds from thunder 2.

Read the tooltip on Thunder I, II and II themselves. They say 240, 295 and 340 respectively.
