I've done that already. Still no go.

I've tried uninstalling and installing again.
    Running as administrator.
    Replacing the boot file.

Still get the same error no matter what I do.

Here's some suggestions from me :

Remove/replace/temporary place your FFXIV folder under Users/My documents, to somewhere else and try again.
    or
Right click the FFXIVboot.exe and select Properties>Compatibility tab>Run this mode in compatibility mode for :
Then select Windows 7, even if you're already on Windows 7. On some systems that option is available.
    or
Add an exception to your Windows Firewall. This one is not applicable to most people though may work for some as a failed Firewall check manifests itself as the version check error. You can Google how to change Firewall program privileges.

    Good luck to you.

Well, I've got that same error after every upgrade since beta phase 4 and I've always fixed it in the same way; getting a working, upgraded boot folder from someone else. If that does not work, no idea then, sorry

Ranebow is right, I remember having to do that once. Go to %USERPROFILE%\Documents\My Games\ and rename/remove the final fantasy xiv directory. A new one will be created, you will loose your config but it might work again.

Just tried all of these. Still no go. However, thank you for the suggestions.

    This is so frustrating.

What's the directory file called precisely?

Depends on your Windows version, however it should be under My Documents > My Games > Final fantasy xiv - A realm reborn
Take that folder and move it somewhere else so it's no longer in the My Games location.
