"Shadows Uncast" [Immortal Flames] can "turn in" repeatedly

I finished Shadows Uncast for the Immortal Flames and when I go to turn in the quest to the NPC it says the usual "Quest Complete" with the musical fanfare after he says his line of dialogue, but he still has a green check mark over his head. I can continuously turn in this quest over and over and over again (not gaining any additional rewards I must note) but it never gets completed. So now I assume I cannot be promoted until this is fixed because the NPC that promotes you says that I must "prove myself", etc (which is said quest which I cannot turn in).

I have the same issue.

I already have GC hunting log 2 done. Gonna try getting more seals. :/ I have 10k so I don't get it
