Make sure your going in as as ARC and NOT a BRD as they won't show up.

Have you actually joined the archers guild? (talk to the guild receptionist) The markers don't show up on map untill you talk to the guild receptionist and officially join the guild.... then every 5 levels the guild master offers class story quest.

So.. Hmm. I am not sure how you could have gotten to as high a level unless you are a legacy transfer character and just started. If that is what it is, you just need to talk to Mother M, she will tell you to go join the archers guild, attune to crystal, and go see a merchant. After that you can go talk to the archers guild receptionist and she will then redirect you to talk to the guild master. Talk again to get level 1 quest. Finish that, do level 5, then level 10, and then the guild master will unlock other guilds for you. If that isn't it and you did already join the archers guild then.. well.. maybe lag? Sometimes NPC quest givers seem to show up last in heavy populated areas. So just walk into the back of the guild and wait for her to show up I guess?
