how are these going to work, will I be able to get two months with game time cards, and still get the rewards?

You get the rewards in your mog mail once you have paid for the requisite amount of subscription time. Yes, even if you use time cards, you will get the rewards. I've actually seen people with some of the veteran rewards already, and seeing as we haven't even run out of our welcome back campaign/pre-order grace period time, my initial suspicion is that the cards are already available and that those are how they got the rewards already.
