You get the rewards in your mog mail once you have paid for the requisite amount of subscription time. Yes, even if you use time cards, you will get the rewards. I've actually seen people with some of the veteran rewards already, and seeing as we haven't even run out of our welcome back campaign/pre-order grace period time, my initial suspicion is that the cards are already available and that those are how they got the rewards already.

You can buy the Ultimate Game Cards at Preplayed now. Heck, I even found they sell them at a Walgreens right down the block from me. However the way Ultimate Game Cards work is that they apply it as Crysta to your moog station website. Then, once your free 30 days are up, the balance from the card transfers over to your FFXIV subscription each month, and you (should) get your first 30 day bonus then, and follows the same pattern the next month, etc.
Apparently in Japan they have SquareEnix prepay cards that applies the balance to your subscription immediately, so you can buy 3 months worth and get all the announced rewards so far instantly. But for whatever reason, the US cards have to wait till the 30 days are up to start applying the rewards ;0

Just used a 60 day time card and redeemed it on moog station site, i had 28 days sub and now its 88 days plus my vet rewards.

It's on accumulative basis so 30 give you fantasia, the other 30 give you black chocoboo and extra costume, if i recharge another 30 ill get beady eye and the void mount, there's a 180 total reward but that will be available on the 2.1 upgrade no mention on what it is yet
