alot.
the FATEs give to much XP compared to the time it takes to do it vs a Dungeons + they give seals.
no point have more healers when there is FATEs thats even better then dungeons.
remove 20-50% of the XP in FATEs(or more) and/or add Seals to dungeons(FATEs should still give alot more then Dungeons)+ more XP (if "or" part)
if this happend you might get more people going to Dungeons then FATE grinding.
the fun part is that if i dont pick JP players to do dungeons with it takes 10-30 mins to find a party wile if i pick JP people i find one in less then 5 mins(as healer).
most if the times i have waited was because we was missing a tank

No.
People who will tank, will tank. People who heal, will heal. The problem isn't the ratio of classes, it's how people feel about the roles. If anyone dies, it's the tank's fault. If the tank dies, it's the healer's fault. The tank always has to perform at a level equal-to/above everyone else in the group. You can't casually eat dinner while tanking without some slippage, and these things hit hard enough that slippage must be corrected fast.
The bottleneck in the design is the 4 man party size.
