What am I supposed to do about this?

My power shut off and on for me. I try to log back into the game and it says my character hasn't logged out. It's been 10 minutes and still can't get in.

Either make or log into another character on the same data center (NA/EU) or JP center that your stuck character is on. Usually that will release the "in-game" character. You might still get a 3102 error on all characters on that data center, but it helps.
