Unable to start drybone levee

Able to obtain first levee cannot initiate it, cannot do anything I get the shaded circle but cannot initiate quest.

I am guessing you had not done a level 10 levee from your starting city You have to unlock level 15 levee's by doing a level 10 first which has to be done from your starting city level 10 camp.

Once done you will have two entrees in your log. One quest titled Drybone trial something (can't remember exactly), then another with the exact task to complete. For Drybone I think its an escort. Then it will be a double turn in and additional levees will be available.

You get one regular quest and one levequest. They have different icons.
Open up the levequest and the Initiate button will be there.
