Last fish @ Cape Westwind (Western Thanalan)

Has anyone been able to catch the last fish here? No one I've talked to has any idea how to catch it.

The only fish you can mooch here is the Merlthor goby, and it either results in goby > wahoo > silver shark or goby > silver shark.

Is the last fish a super low chance catch after mooching the wahoo, or is it just a super rare fish that requires a certain bait/time/weather combination?

My gathering is 270 and my perception is 225, and I haven't had any luck.

If you found out, please let me know. I have spent ours in cape westwind trying to get it with mooching, yumizuno, northern krill and glowworm. So far 2200 fish caught only from Cape Westwind, just shy of my Dunecaster title.

This is 1 of the 2 last fish I need in Thanalan to complete the zone.
The other is the second last fish from The Burning Wall. Probably needs a Streamer; which nobody is selling yet.

1 more day of fishing should get me my title.
