    Raincallers?

    The only clue I've gotten is that they can be found during rainstorms in Jadeite Flood. do they mean around Jadite thick?

    Yeah just fish off the cliff outside the Roost (adventurer's guild/inn of New Gridania) when it's raining. This one sure took forever!
