    Tactical Planning K'lyhia missing

    I have been attempting to finish this quest for awhile now. Anytime I go to talk to K'lyhia she is not there. It has an icon on the map but her character is not there. I have tried restarting the quest and reloading the game but nothing makes her appear and so I am stuck.
