I couldn't agree more. This crap is getting way out of hand.

Possible Rules to resolve:
Cant /yell or /shout until level 15
Can't send /tell till 15 unless on a friends list
Can't send the same /shout /yell /tell more than once a minute, if you do you get muted.
If you get muted more than 3 times in an hour, your account get suspended until investigated
