Steps:
1. Landed in the area behind the Airship Ticketer in Gridania
2. Was unable to proceed the Cids next quest due it being level 44 and I was only level 43
3. I gained two levels and tried to go back to Cid to obtain the quest through the Airship Ticketer with no option to do so nor anyone else in that area.
