So at the moment I have a character on Hyperion (Legacy/NA) server and my highest level a 36 BLM.

Apparently my guild is on Balmung (Legacy/NA) and I wanted to make a new character over there (a lancer) but the server appears to be locked. I could have sworn on the most recent locked servers list that Balmung was NOT on it, or maybe I misread it. Is this a bug? or can I not have 2 characters on 2 different legacy servers maybe? Anyone have any idea? I guess it could just be plain old locked, but it wasn't listed
