Facing your demons lvl 30 thrm quest

So i need help finding the last vesper bay local to hand out the report to i found two outside easy but i have been looking all over vesper bay for the 3rd and i cannot find him someone please help.

There is one in a building, a barmaid.

This quest is a pain : you must talk to 3 NPC but due to this UNACCEPTABLE PROBLEM with NPC loading delay with lag, you must be around it and wait for it to load. The problem is that there is absolutely no indication of where they are exactly (usually there are icons on the map, but for this quest there is only a red circle for the area) so it took me an hour to figure where was the last one (outside in my case, the one in the bar took me... well... something like 15 minutes !).
