Imagine if it weren't just two friends wanting to play together, but a lot of people who are members of another community on the internet, and quite a few of them are RL friends, and some of those players are already established on another server with friends and relations of their own there. Moving 20 or more people to accommodate one or two people isn't feasible.

It can happen. These locks were placed by SE, not some physical technological brick wall that magically is unable to let people create characters. This is a restriction imposed BY SE.

The locks are there for a purpose. So that the addition of your friends to the game does not ruin the game play experience for the rest of the people actually being able to play, including yourself. And yes be patient because at it stands you haven't been enough if you are making threads like this.
