That's kinda the point though, "nearly" all servers do come available at some point during the day, but there are specific ones that never do, and there are people who have bought the game to play with friends who happen to be on those specific servers. So these people are stuck not even being able to create a character, nearly 2 weeks after release.

Specificaly we're talking Moogle (EU), Ultros (NA) , Behemoth (NA), Cactuar (NA), Excalibur (NA) and Hyperion (NA) from the EU and NA servers. The only times they've been available in pretty much the last week was for a very brief period just after the servers came up after maintenance on Wednesday.
By "nearly" all servers I mean there were like 2 servers closed all the rest were open and was able to pick any server I wanted.
