Imagine if it weren't just two friends wanting to play together, but a lot of people who are members of another community on the internet, and quite a few of them are RL friends, and some of those players are already established on another server with friends and relations of their own there. Moving 20 or more people to accommodate one or two people isn't feasible.

Maybe you didn't read the original post. I already stated there are 15 of us on this server, many of whom are capped or almost capped. EVERY WORLD IS FULL except for when they make it available. Go try to create a character right now. In any case, it is unreasonable to ask 15 people to either pay a fee to transfer their characters, or create new ones after considerable time has been invested in them, and the same goes for the other 6 people who are trying. It is unreasonable to tell them "no you cannot play with your friends even though you all purchased the game at the same time you just got unlucky with the refreshes".

Better not be full! I was given 8 character slots of which I have 6 still theoretically available. Each world has a pop max of 40-60k. I want my other characters please.

I finally got onto Sargatanas through all the 1017 crap last week and was RIGHT at the end of making my tank character when SE shut down the new Char making ability. Right at the very moment I clicked the world to join it.
That tanking toon would have then joined my three friends who had each made the correct specs to make us a dungeon group, but now my friends are thinking of asking someone else to be their tank, and I'm out in the cold with just dps caster types.
I am beyond angry and so are a ton of other folks...
