Fluid Aura not showing in my actions and traits bar

I am sending a in game bug report. Cause I can not find my level 15 Conjurer skill Fluid Aura in my actions and traits bar. I am a level 21 conjurer and am missing a important cross skill and it is empeeding on my ability to play the game. This is not my account that I am reporting this bug on. I had my Husband do it cause I am confused on forums. My characters name is Alyssa Magicweaver. if you need further information that I am not willing to share on the public forums please send a message on this account. Thank you

did you do the level 15 quest (Trial by Water)

it can ONLY be used by CNJ, WHM

She has done all the CNJ quest from the guild master right up to level 20.. Let me get a Screenshot and post it.
