There is a cut scene with someone wearing a cowl, lowering the hood, and having the cowl model with a hood lowered, so the resource already seems to be there. Oh, and he kept his hair, too.

there is a distinct difference between one guy in a cut scene lowering his hood any anyone anywhere lowering their hoods.(note: not everyone, anyone...it's and important distinction...)
