HI

I want to begin the quest "call of the sea" but I can't

I am a thaumaturge lvl 21, and a archer lvl 8

I have completed al the Ul'dahn missions and have collected the rewards.

And my journal says that al missions needed are completed.

i cant find the npc's for issuing this quest anywhere. not even where they should be.


please help so I can continue yhe main storyline
