Knowing that FATES come directly from WAR's and Rift's version of PQs, it would be worth looking at how those games handle the situation. If you recall, when Rift was first released the various rifts had ranking system, rewards based on the ranking system, pretty much everything FATES currently have. Eventually though Trion purged the rating system and XP/seal rewards were given locked value and items were a percent chance to drop instead (Granted, a person who actually opened the rift gets a small bonus, but lets forget about that since FFXIV FATEs don't involve players to that same degree). The same thing could easily be applied to FATES here. Instead of the current mob XP + FATE XP+Medal Chance, SE could simplify it down to one bulk reward and a percent chance for FATE rewards such as the minions as needed. This way you don't have to worry about people farming the FATEs, people complaining about FATEs rewarding only AoE groups, no one being able to get X minion, ect.
