Where to find the Levemete which will unlock level 20 leves?

I'm at level 20. I'm stuck on the level 15 story dungeon (Sastasha); haven't been able to successfully get in yet or got in with 1 other person and it was hopeless. Because of this, the story isn't progressing and so I'm not being naturally led to the next hub where I can unlock the level 20 leves.

So my question is, can anyone tell me where around Ul'dah I can find a levemete which will let me unlock level 20 leves.

One point of confusion I've run across when asking about this in chat is the following. people will say, sure I can see level 20 leves at NPC so and so. Well, thats only because they unlocked them elsewhere and so now can see them anywhere.

In other words, you have to find the "proper" level 20 levemete to unlock level 20s, then of course once you do that, you can access them from other levemetes.

I'm sure the story will naturally lead me to whatever hub contains the level 20 levemete unlocker, but while I'm stuck at the dungeon, can anyone point me there?

What lvl is Drybone? That's were the story would take you after the dungeons. But then you get placed into East shroud for the lvl 20 section of the story (which you can run to) which does have the lvl 20 leves. After Drybone, there's southern thanalan (little A.H.) but that's lvl 25 (and the story naturally takes you there around lvl 25 as well).

drybone unlocks level 15 leves. I haven't checked east shroud. I'll give that a try.

EDIT: went into south shroud on my way to east shroud and ran around through level 30 mobs so I'm not sure thats the right direction.
EDIT2: nm, I see I can get to east shroud from gridania too

ok, so I went to east shroud and found the hawthorne hut, but that's level 15 leves not 20.

That's definitely the right direction. The only other way to run from Ul'dah to Gridania is far longer (North Thanlan>Mor Dhona>Coerthas>North Shroud) all of which are way above you level (North Thanalan by it self is at the lvl cap). South Shroud connect to both east and central shroud (there is no west shroud) and so you can go straight there from the connection, or another zone from central shroud, or another zone from Gridania.

Unfortunately though east shroud only had level 15 leves not 20

Ah I just checked something. The Quarrymill in south shroud has 2 sets; 20 and 25. If you are in the east shroud, then it's the cap that closest to that entrance.

That was it! I went to Quarrymill and found Nyell there would gives out level 20 leves. Thanks for the help!
