I know you all tried the different solutions and mine is the same but please follow the steps and it'll hopefully fix that error.

1. Click the start button and type in the Run "windows firewall", and click the windows firewall ONLY that pops.
2. On the left corner, click "Turn Windows Firewall on or off".
3. Turn off both those selections.
4. Then turn off your antivirus.
5. After all that, restart computer.
6. After the startup, run the FF14 launcher and log in, let it download and don't open anything. AND I MEAN ANYTHING, just leave it alone and let it download.

Hopefully this is a fix for everyone that has the same problem I had for days.
