Well shield bash does share the same GCD but it has no long CD. WAR's stun is the opposite. Just one more thing they used to differentiate between the two tanks.
If they were to make shield bash not share the same GCD they would have to make its CD longer either wise you would just spam that thing the whole fight. Shield bash after every skill used.
