When can I realistically expect to create a character?

9 days for me now of spamming refresh still cant make a character on the server my friends are on

Oh, well, okay. I don't think I'm going to care about the game any more if I end up waiting more than a week. I don't suppose there's a way to get a refund if I'm here next week and still not playing?
